Mr. Boggi is principal at Human Factors Analysis & Design. He has an extensive background in applied human factors and usability analysis, design and testing in highly regulated environments for both hardware and software systems. Mr. Boggi has been a consultant on over 250 projects. As a private sector business owner and technical expert, experienced at establishing and leading human factors programs and mentoring other human factors professionals. As a public sector researcher and technical expert experienced at proposing human factors research, leading the Nuclear Regulatory Commission’s (NRC) Fitness For Duty program (10 CFR Part 26), writing, planning and implementing rule-making with extensive public involvement. Author of the IEEE Nuclear Power Engineering Committee’s Subcommittee 5 internal guidance for writing an IEEE Standard, reducing the time it takes to publish an IEEE Standard from 12+ years to 3-4 years. Authored the NRC’s interim staff guidance for Computer Based Procedures. Led the development of the NRC’s inspection review criteria for Degraded Digital Instrumentation and Controls and led the development of the NRC’s guidance for Human Factors Considerations in New and Advanced Reactors. Author of four IEEE Standards.
